5. The way I see it, they're laughing at Trump, and they understand he isn't our doing.

Basically, they respect the United States, but not him. They're just waiting until he's out of office to start working with us again.

Sort of like if a family of 6 has one kid that just always misbehaves really badly. You may not like the kid, but you still like the family as a whole.
