Some internet guy thinks the blonde in the photo is Jacob Wohl's girlfriend, but
there's reason to be skeptical. Personally, I don't think the heavily make-upped woman found in a reverse google search looks much like her. It's a very subjective call.
Neither does this person. No one famous, but she makes as much sense as some of the other tweeters.

Note that the claim that the woman in Jacob Wohl"s picture is his girlfriend is based on
1. Men doing analysis on women's faces and opining what different makeup looks like
and
2. Men taking a man tweeting "that's my girlfriend" at a woman on Twitter at face value.
I'm still waking up and have a mild fever and headache but I am seeing what looks like Gamergate style "detective" work linking possibly as many as three different women into one to support a dunk.
I am.not going to go around arguing with people spreading this because Jacob Wohl is not paying me to do PR for him buuuuut I advise caution in spreading it, as one of the women being identified is a self-identified liberal who is going through a social media nightmare right now.
