Most expats don't pay taxes on their income. Under US law, they owe taxes to Uncle Sam first, regardless of where they live, work, or how long they've been outside the US. Whenever there's a crackdown on expat tax evasion there's a spate of citizenship renunciation: You have that nice job in Germany for the last 15 years and haven't been back to the US, why should you pay US taxes? Oh, that's right, the US has quirky tax laws.

But to vote is to remind people, "I'm a US citizen living abroad. Oh, and here's my name and address."
