You need his business records too, and someone to translate the coded entries in his books so we know which entities are the Mafia and which are his Russian financiers.

for financial crimes that may involve tax evasion, the DOJ gets your tax returns from the IRS and they do not notify the person that those records have been obtained. Its like any other criminal investigation - they don't ask your permission for evidence they need - they get a warrant. The IRS does not ask permission and Trump can't stop it with a lawsuit just as you or I could not either. Keep in mind, when they request these records, they have CONCRETE justification for them, meaning, they would already have evidence of financial crimes indicating that data within the tax returns would be relevant.
