Will the House be able to subpoena Mueller's report if the DOJ doesn't release it?

It's my understanding that Mueller's obligation is to present a report to Rod Rosenstein at the conclusion of his investigation. Rosenstein could then release it to Congress, to the public, or not release it at all. Now that Whitaker is in charge (supposedly), what if he decides to keep the report confidential? Could Congress subpoena it?

Hiring of Mueller by the House as its council would give Trump an argument that Mueller was biased against him because Mueller had an axe to grind due to his firing by Trump. Calling Mueller as a witness would be a much better idea imo.

The grand jury can send all evidence it has heard directly to congress without any interference from the executive branch.

Not a report, but all the evidence nevertheless.
