Somehow that has been explicitly communicated to him. I think Mueller wants to see that play out. If they have proof that he was told that he would be pardoned in exchange for lies and deception, we should have a full blown obstruction case against 45.
This will force 45 will to hang Manafort out to dry. This will be the ultimate double cross of a double cross.
