It was a draft, so presumably it was given to Corsi's lawyer by Mueller to review before

I could imagine some people wanting to get their hands on stuff thrown away in the office. I would hope that they would shred the stuff before discarding it but sometimes mistakes are made.

that they were given to Corsi in the course of negotiating a possible plea agreement.
