special counsels can't just investigate any federal crime. they have a specific area of investigation and are limited to it.
mueller's charter focuses almost exclusively on donnie, donnie's campaign, donnie's ties to russia, donnie's role in russia's hacking of democrats, donnie's obstruction, along with anyone in donnie's circle who had a role in such things, etc.
simply put, mueller investigating democrats would likely be out of his authorized scope, period.
that said, the doj as a whole is certainly free to investigate any federal crime, and they have plenty of prosecutors not named mueller.
and all donnie has to do is make a credible complaint. of course, therein lies an obvious problem....
never mind the political perils of formally investigating one's political opponents....
