you need to step on a lot of people and principles along the way. Maybe if you are a gilded child (McCain) you can skip a few rungs in that brutal ladder.

I've worked with a few top-level brass in the US and can say that they didn't get there by being soft-mannered or getting-along. Many of them were absolutely some of the best people I've met but too many are in for the rank and power.

Kelly didn't come across as the total a-hole like Flynn was (by many accounts.) But he also wasn't considered terribly bright.

Meritocracy is an ideal but probably never a reality.
