and that is why Trump is calling him "acting" CoS. Trump doesn't want to create another opening which is embarrassingly hard to fill, but wants a fig leaf to claim that the CoS job is not unfilled.

This is really getting crazy. Only thing crazier would be putting Jared in there. Guess he just waiting to see if Jared gets indicted, since Mulvaney is only acting COS.
