7. My guess is that this was done out of the typical

Trump people ignorance and incompetence. I rather doubt he'd have deliberately wanted to start a panic, although I could easily be wrong, especially if he himself would benefit financially from one.

But I'd also guess that like so many Trump appointees, he knows little or nothing about the industry he's supposed to be overseeing. Hence this ham-fisted attempt at something.
