Google ICE Agents Images -- there are some that are bald and some that aren't. Probably more of the latter.

As for the idea that because they're bald they must be skinheads -- well, several members of Obama's Secret Service detail were bald and I don't recall folks thinking that they must be skinheads.

I don't know how many ICE/CBP agents there are in the country. So is this a representative sample?
ICE tends to work as "deportation police". I'm pretty sure some of them work undercover, so they might not all be bald.
I don't know why these guys were selected to be on stage with Trump.

being bald and shaving your head.

These guys are likely drawn to the fashion statement made by the military barber and the German Nazis from the 30's and 40's. They want to project themselves as hard fighting warrior types and think their haircut will instill fear in the hearts of their opponents.

To me, they look like a bunch of skinheads who lost their way back to the militia's training site somewhere in northern Michigan.
