1. Mulvaney is more tethered to reality than his boss, while finding it fanciful to just lie anyway.

He can't be a smarter Trumpy because Trumpy is uniquely qualified to lie you out of your shoes. Mulvaney knows that Trumpy can lie so much and be so effective because he doesn't give a shit about whether his words have any relationship to reality. Mulvaney can't pull that one off. He's too prideful of his own intelligence, but he's not too proud to take Trumpy's lead and lie for him.
