Am I wrong, but in order to Pardon someone, don't they actually have to be convicted, or at least charged with a crime?

So he has to wait until they prove loyal to the end, like Manafort. But even Manafort is not getting out of jail before the end of the investigation.

Issue pardons for these people. Whitaker and other have said they ha e seen pardons but that is the only thing that would explain why none have gone through.
