But federal employees, even political appointees, have very stringent limits and reporting/disclosure requirements for any money and gifts they receive. Nestle is bottling water practically for free and selling it at huge profit.

Bottled water is far from environmentally friendly, regardless the means of delivery. Most bottled water comes from municipal water sources anyway. Unless you live in a city like Flint or have useless water on your rural land (due to fracking or some other form of pollution - naturally occurring or otherwise), tap water is the most environmentally friendly way to consume water.
