That they always say the issue with them is that not that they don’t want a wall, but that they’re worried some future president (i.e., a Dem) could use it as a precedent to make an order over something they won’t like.

Yeah, happy for the vote but is there any doubt that the Mittster would vote the other way if he thought the resolution would lose?
