4. They are trying a backhand way of boosting private and charter schools.

Public schools will always be at a disadvantage to the other two. Public schools have to take any child that lives in the school coverage area, they can't demand that parents sign a contract saying that they are going to be actively involved in a child's education or else their child won't get in - that is something that republicans can't seem to wrap their heads around.
