Republicans are screaming this morning that the SCO investigation strayed from it's mission; Becoming a fishing expedition that unfairly snared Manifort, Gates, Flynn, Popadopolus, Cohen, and dozens of others (foreign and domestic). Others (including The Trump Organization) are likely to follow for serious crimes that challenge our Constitutional Democracy.
The Whitewater investigation was supposed to be about a real estate deal. Ken Starr ventured into other scandals, and finally hit paydirt over Bill Clinton lying about a private (though improper) consensual sex act in the oval office closet.
He was impeached by the House of Representatives.
