… I read somewhere that a president cannot provide a pardon himself against impeachment...

But what is Trump is doing is making the whole executive branch a criminal enterprise.

Then, he is 'with a grin and wink' encouraging them to break the law or at least not enforce the laws that their agencies are required to enforce, if it interferes with his personal agenda.

Then, with that grin and wink, the promise is wholesale pardons at the end of his term - thank you Mr. Barr.

So, he is avoiding accountability to the Congress - via this behavior and Congress cannot get the information to perform oversight over his wrong doing.

Seems to me, that he is pardoning his way out of impeachment via the backdoor.

I hope somehow that this issue is addressed, and all the potential wholesale pardons are potentially invalidated - and all their asses end up going to jail.

But, I would forgive Trump the ability to pardon himself, if he is subsequently charged with state crimes in the state of New York, convicted, and sent to Rikers Island until the day he dies.

Mnuchin and Rettig declining to provide tax returns does not break any law. The law which is almost 100 years old and has never been to court will have to be tested in court. If a final court (US Supreme) said the tax returns had to be provided then the law would be broken if the returns were not provided. However this law gives NO penalties for not complying with it.
