So much about Mueller/Barr report does not make sense

1. Has Mueller stepped down from his position?
2. Barr is working with Rosenstein to redact Mueller Report.
3. Barr is throwing out trump positive BS to Congress and the Media, risking his reputation and possibly facing jail. Why?
4. The Grand Jury is still functioning.

*Could it be that they are trying to calm trump, to keep trump from doing something that is extremely dangerous?
*Could it be that Barr/Rosenstein know some very serious intelligence with proof of crimes and damage, by trump, to our Country?
*Maybe they are just trying to keep trump under the impression that he runs America so he won't use the Nuke codes, before the final analysis by Mueller?

This whole thing is really weird. Barr is a bad actor. Rosenstein kept the Mueller investigation alive. What is going on?

More than that the AG can countermand suggestions made by the special counsel. The current office has less power than it did in the Watergate era or even Clinton era. The office is initiated by and reports to the attorney general.

In a perfect world though the DOJ exists under the executive branch, justice would act in the best interest of the government

What we apparently have now is an attorney general who is acting in the best interest of the president this is not the intended use of the office.

Trump clearly wants a justice department that is completely subservient to his wishes and goals but this is not how our executive branch is supposed to function. Their purpose is to ensure that law is carried out and defended. Instead the world has flipped on its head and the DOJ is acting to prevent law from being carried out.
