this is the information that Congress would use in order to draft any Articles of Impeachment.

It has to be sifted through very carefully. Of course with the hyper-partisanship of today, there are not enough votes to convict in the Senate but going through the process anyway will put an "*" on this administration for history's sake.

They need the info on all those investigations that are ongoing but are redacted out of the report, so they know what is really going on and can start gathering witness lists.

There are quite a few lawyers among the various congress members and they understand the value of careful building of a case from evidence.
