It looks like Mueller was Blocked from Investigating Obstruction

There is about 100 pages dedicated toward the President's conduct and Mueller concludes there could be a crime here but could not investigate it.

Working on gathering all the sections but it is difficult since the PDF is an image and not searchable text.
