Mueller will educate the Congress on the Constitution.

He will tell them why there is a rule in the DOJ that a sitting President cannot be indicted.

It would be unconstitutional.

The Constitution sits out a process to "indicting" and prosecuting a sitting President.

The only process to rid ourselves of a criminal President while he sits in office is by impeachment in the House and conviction in the US Senate.

Anybody else or any other Department of government that attempted to indict or convict a sitting President would be going against our Constitution.

A sitting President cannot be indicted until he is impeached and convicted.

That is the law and that is why Mueller could not indict Donald J Trump.
