No, Clinton wasn't impeached for lying about sex. Bill Clinton was impeached for perjury, lying under oath, about a relevant fact related to the lawsuit. (that it was about sex was not why he was impeached.) Graham was speaking of Trump lying to people in general about his sexual trysts or whatever, not under oath.

4. I would think lying about a secret meeting with a foreign country to enlist their help

in an election for what appears to be an easement of sanctions would be atleast as bad to Graham or atleast it would be if it was a Democrat that did it I suspect.
