I don't think Mueller thought the report would be the end of it. It's a huge play with lots of repercussions (for Trump). From SDNY to Congress to or own elections, today seems very significant. We'll see.

trump thing is about. This 'whole trump thing, is fundamentally a political question. Without a clear political mandate, the legal questions/indictments could be swept aside.

To make my point more clear, it seems that if the myriad ongoing investigations and prosecutions become so overwhelming against trump; it's entirely possible that trump may push for an impeachment trial, as his best way to beat these charges/raps.

On matters of jurisdiction the special counsel confers with the attorney general who ultimately makes the decision. This isnt the same position. Mueller never reported to Congress.
