Should Congress follow the advice of Robert Mueller?

In one of his conclusions, he said " that Congress may apply the obstruction laws to the President's corrupt exercise of the powers of office accords with our constitutional system of checks and balances and the principle that no person is above the law.

He is saying that Congress has a role in our system of checks and balances. Indeed, they may apply the obstruction laws so that presidential powers accord with our Constitution.

And that "no person is above the law".

In this voluminous and historical record, Robert Mueller has given the Democrats a map to follow. Will they follow it?
