TANF Drug Testing By 13 States: Who the fuck is getting primo contracts that fleece taxpayers?

While the whole premise of drug testing public assistance recipients is mostly done to humiliate and punish them, check out the cost to taxpayers for performing such an action. Some states do it on the cheap, others, not so much. Perhaps preferred contractors are the reason for the cost variances.
