His tailor is a contractor, and since he knows Donnie will withhold final payment by suddenly finding something he's not satisfied with, the tailor just cut out a step and gave him one.

I'm kidding, of course. The truth is that Donnie doesn't have the slightest idea of how that outfit should look, and any suggestions on how to hide the belly would have brought up the fact that there was a belly to hide. And that is a "John McCain"-level "do not bring up" subject with Da Boss.
