The truth is they will never know until presented with the opportunity.

I work in search and rescue after disaster and can tell you it isn't that easy. I have seen testosterone driven firemen back down when there are real dangers involved. Expectations of heroism are not realistic and it utter bullshit to try and attach a legal standard to it.
