Because the capitalist elite want them to.

1. It distracts from the fact that the democracy has turned into a fascist state, allowing corporations, owned by the elite, to control government.

2. It keeps people fighting among themselves and prevents organization of the masses.

3. It allows corporations to abuse the outcasts for cheap labor and acquire the wealth of the "out" group no mater how little.

4. It controls the "in" group by demonstrating the ruthlessness of the government the elites and their corporations.

5. It enhances and perfects a system of incarceration, coercion and abuse for use on other dissidents.

It's you favorite capitalist king who is behind the scenes giving money to this and that, their favorite puppet and stooges. Whispering their secret desires into the ears of our government officials. Amassing and looting more wealth from a suffering nation to control all of us. It is both the pinnacle of capitalism and it's own destruction.

All the ICE raids for business owners that employ undocumented.

The ones that are being caged and deported have broken a law that is a misdemeanor, think traffic ticket.

The business owners usually plead ignorance and pay a minimum fine and will have to replace some workers, but have violated federal law and could be subject to criminal prosecution.

Pretty much the reverse of the formula used for the war on drugs, bust a lot of small time offenders to stop the "supply" instead of the "demand" by the big guys.
