Hope someone here can answer this!

If this Democratic House designates money for a specific use, and designates ONLY for this usage, can anybody change it like tRUMP did? Is there a way to do this so NO-ONE can switch the money to somewhere else? Will President emergency declaration affect it?

Appropriations have to start in the House but they are not unilateral. The senate must pass the same bill and the President must sign them. The Democratic House can’t act alone
