The Weather service showed him a 95% probability circle that included Alabama.

Meaning:

Mr. President, here's this Yuge circle where we think the hurricane will be three days from now, and we're certain it will be somewhere in that yuge circle with 95% probability.

- Trump: Does that circle include Alabama?

- Yes, Mr President.

- Trump: Ok, so there's a 95% probability that the hurricane will hit Alabama.

- Uh, that's not what we said, imbecile... I mean, Mr. President.
