Cheney & the rest of the Project for the New American Century (PNAC) cabal (Rumsfeld, Wolfowitz, Bolton, etc) wanted to "transform the Middle East" by overthrowing Iraq & other ME countries (including Iran) since the group formed in 1997. They wrote 2 letters to President Clinton urging him to invade Iraq. They coordinated Iraq invasion plans with Netanyahu, before GW Bush was elected & the PNAC filled his cabinet.

In 2000 the PNAC wrote a paper, Rebuilding America's Defenses, that described their vision of an "Imperial America" that militarily dominated the world, including overthrowing governments across the Middle East, & noted they would need "some catastrophic and catalyzing event – like a new Pearl Harbor" in order to launch their wars in the Middle East.

Then, after they had filled GW Bush's cabinet, they got credible intelligence that just such a "catastrophic and catalyzing event" was on the way ... & they did nothing to stop it, because they needed it to carry out their Iraq invasion plans. On 9/11 they got their "new Pearl Harbor" & the rest is sad history.

LIHOP, Letting It Happen On Purpose, because the PNAC needed exactly an event like this to carry out the Iraq invasion they had been planning for & pushing for since 1997.

That summer, the FBI agents in Phoenix notifying Louis Freigh (sp) head of the FBI, that the commercial airline schools were filled with mid-easterners in classes, but only interested in learning how to fly the planes, not how to land them or take them off the ground.
The huge study and report that al gore handed them when he and Clinton left office on airline security and who the bad boys were around the world. (al queida). In his report, Gore even told them which airport (Logan) they would probably use because Boston had by far the worst passenger screening........
Then there was Christie Todd Whitman, Bush's head of EPA telling everyone in Manhattan that the air was fine and to rush in and start cleaning up when her own people and the people sampling the air were telling her it was far from ok to breath that dust. They wrote numerous letters and delivered them to her personally and she threw them away after reading. William Rivers Pitt did some great articles on Gore's study that he handed to them upon leaving. A St. Louis paper did some awesome reporting on the air in Manhattan, and Christie Todd Whitman's complicity, only a day or two after 9/11 which no other news media picked up on.......The St. Louis paper also published articles on why Whitman would want to NOT make public how bad the dust was due to her family's major investments being lost if she blew the whistle......(The fam had major money in GE, which owned Traveler's insurance, which insured many businesses in Manhattan, and the fam would lose a ton of money if it became a SuperFund Clean up site, which it should have been declared to be......just ask the firefighters and police and workers at ground zero who are now plagued with an epidemic of cancers from inhaling the dust.............Cheney, Rumsfeld, Wolfowitz, Perle, and a hundred other of their co-conspirators should be at the Hague for international war crimes as well as their allowing 9/11 to happen........

how much Bush was lionized for his response to 9/11 but never really attacked for his obvious negligence before the fact. Now, we'll never know for certain whether 9/11 was absolutely, unequivocally preventable (former Senator Bob Graham I think discussed in a book some points at which it may have been thwarted), but, based on what know, at the very least, the Bush team clearly did not have the laser-beam-like focus on terrorism and Al-Queda that Clinton had in the later years of his Administration and FFS if you get a PDB like the one he got on 8/06/01, you should at least be a little more concerned than they seemed to be. Al Franken, in one of his books, laid things out pretty well in terms of how the Bush WH handled things leading up to 9/11/01, which was pretty damning ("Operation Ignore&quot .

In an otherwise dry day of hearings before the 9/11 commission, one brief bit of dialogue set off a sudden flash of clarity on the basic question of how our government let disaster happen.

The revelation came this morning, when CIA Director George Tenet was on the stand. Timothy Roemer, a former Democratic congressman, asked him when he first found out about the report from the FBI's Minnesota field office that Zacarias Moussaoui, an Islamic jihadist, had been taking lessons on how to fly a 747. Tenet replied that he was briefed about the case on Aug. 23 or 24, 2001.

Roemer then asked Tenet if he mentioned Moussaoui to President Bush at one of their frequent morning briefings. Tenet replied, "I was not in briefings at this time." Bush, he noted, "was on vacation." He added that he didn't see the president at all in August 2001. During the entire month, Bush was at his ranch in Texas. "You never talked with him?" Roemer asked. "No," Tenet replied. By the way, for much of August, Tenet too was, as he put it, "on leave."

And there you have it. National Security Adviser Condoleezza Rice has made a big point of the fact that Tenet briefed the president nearly every day. Yet at the peak moment of threat, the two didn't talk at all. At a time when action was needed, and orders for action had to come from the top, the man at the top was resting undisturbed.

Throughout that summer, we now well know, Tenet, Richard Clarke, and several other officials were running around with their "hair on fire," warning that al-Qaida was about to unleash a monumental attack. On Aug. 6, Bush was given the now-famous President's Daily Brief (by one of Tenet's underlings), warning that this attack might take place "inside the United States." For the previous few years—as Philip Zelikow, the commission's staff director, revealed this morning—the CIA had issued several warnings that terrorists might fly commercial airplanes into buildings or cities.

And now, we learn today, at this peak moment, Tenet hears about Moussaoui. Someone might have added 2 + 2 + 2 and possibly busted up the conspiracy. But the president was down on the ranch, taking it easy. Tenet wasn't with him. Tenet never talked with him. Rice—as she has testified—wasn't with Bush, either. He was on his own and, willfully, out of touch.

A USA Today story, written right before Bush took off, reported that the vacation—scheduled to last from Aug. 3 to Sept. 3—would tie one of Richard Nixon's as the longest that any president had ever taken. A week before he left, Bush made a videotaped message for the Boy Scouts of America. On the tape, he said, "I'll be going to my ranch in Crawford, where I'll work and take a little time off. I think it is so important for the president to spend some time away from Washington, in the heartland of America."
