5. If they already broke the law, these "or else" letters seem weak to me.

Someone has to do something. House arrest is possible, no jails are needed. Just put ankle bracelets on a bunch of folks and give them whopping fines. If the fines are unpaid, garnish any income they have. Let them stew at home. No Mar a Lago trip for you this winter!
