They concentrated on Biden for the general, assuming he’d be the nominee. The whistleblower forced their groundwork into the open.

I think their intention was mainly to have Ukraine take the blame for the hacking crimes committed by Russia. Having Ukraine drum up claims against Biden was an added bonus.
