Is Barr saying he won't testify a separate issue

from appearing? I think there is no excuse for not appearing independent of your actual proposed actions before the committee. In other words Barr is in contempt unless he appears. He can remain silent if he wishes but he must remain silent before the committee. So is he in double jeopardy? Trump can order him to not testify under privilege or whatever but if Trump orders him to not appear then are they both breaking the law if he doesn’t appear?

. During the Barr hearing about Mueller
I suggested that Congress should display a tote board, which should be called "The Defundotronic 2020."

Every time a member of the "Justice Department" fails to show up, fails to answer, stonewalls, conflates, or interferes where it shouldn't, the Defundotronic should be trotted out to announce another $100k from Barr's staffing budget.

Here is what I think is the outcome from Trump’s publicly broadcasting his contempt for congress.
There is precedent for drastic action dealing with contempt:

Now there is possible action in the picture. Challenging his base is Trump’s absolute mockery for respect for the law. That puts him at risk of losing support from his law and order constituency. He is challenging his support to forget all the evil he has ascribed to foreigners in his bid to parade nationalism. Trump is pursuing any leverage he has to produce scandal on the Bidens. Right now his approval rating is on the rise from peer pressured headline readers. As Trump’s dilemma gets exposed as global his constituency will begin to see him as an unprincipled opportunist. The patriotic nationalism of his support will lose focus and Trump’s approval will start to fall. There is no reversing that trend his supporters starting to feel betrayed/abandoned.

When the General Counsel of the CIA sent a "criminal referral" to him, he simply buried it.
