6. I'm surprised not to see Belgium in the top five.

That place is unreal. It has less of a functioning government than any other country in Western Europe. The central government is made up of two ethnic factions that hate each other, and as a result, very little gets done, token laws are passed, and various government agencies go around fleecing the citizenry for whatever they can steal and get away with. There is a lot of ugliness beneath the architecture, the chocolate and the waffles.
