The way I figure it ... half or more of federal employees in the executive branch are in the military and/or veterans services.

Actually, the military has become the biggest make-work jobs program in U.S. history; unfortunately, they don't really produce anything. It would be far better to shift those resources to private construction jobs rebuilding our infrastructure.
