Homeschoolers object to proposed Raytown MO daytime curfew

"Parents who home-school their children have raised objections to daytime curfews, calling them ineffective, unfair and unconstitutional. They said the Raytown plan includes no exceptions for home-schooled children, but they said they would oppose the idea even if one was included because they think police would harass home-schoolers."

How do they enforce daytime curfews on days when school is out but it's a normal day for everyone else (like teacher workdays or Winter/Spring breaks)?
