It shows me that the IRS, state, and local municipalities either looked the other way, were paid off, or were inept. If you get Netflix - there's an excellent 4 part documentary on trump. He was amazingly powerful. His first Manhattan deal...he talked (or bribed) the NYC council to give him a 40 year tax abatement on the property.
