Ratigan was a Republican?

The Great Mouse Detective is on the Disney Channel right now (just ending)--dang, it's been a long time since I've seen this... drinking, smoking, a burlesque show... kids films sure have changed in the last twenty years. Ratigan, the evil villainous Dr. Moriarty character, has this plan for his subjects after seizing the crown:

"A heavy tax shall be levied against all parasites and sponges, such as the elderly, the infirm, and especially little children!"

Um... when did a good portion of Americans decide that the economic policy of the villains of our childhood would be a good thing to, you know, enact in real life? Seriously, I'm not being glib.
