“But also, presidents have withheld aid before for corruption,” he continued. “So the thing is, I think it’s a mistake to say, ‘Oh, he withheld aid until he got what he wanted.’ Well, if it’s corruption, and he believes there to be corruption, he has every right to withhold aid.”

Trump withheld legally appropriated aid to Ukraine that would have helped them defend against an actively attacking Russia. He conditioned release of the funds on the Ukrainian president publicly announcing he was opening an investigation into Joe and Hunter Biden, an attempt (almost successful) to help Trump's 2020 campaign and injure Biden's.

It's extortion plain and simple, to the detriment of the national security of the United States and the political benefit of Donald Trump.

And that's impeachable.
