(This cheerful young woman is Maria Katasonova, a close associate of Konstantin Rykov, the Kremlin propagandist who claimed to have run an operation to get Trump elected.)
I know its a strange request and a bit of a bummer but its for a project Im currently working on and its killing me. So any help at all in identifying the time is greatly appreciated. Thanks!

Katasonova also starred in a 2017 music video about the US election titled rather audaciously Russian Hacker.

Not always, but often the music is listed on YouTube. Scroll down just a bit until you see "SHOW MORE" and click on it. The name of the piece and the composer are given.
