Do you remember the prebuttal to the Mueller-report that he spent weeks writing? He shopped the story everywhere how he has a rebuttal ready for the day when the Mueller-report comes out. And then... nothing.

Giuliani has no report this time either. That's not how he operates. Giuliani does not believe in the concept of "facts". When he said "truth isn't truth", he meant that truth is whatever those in power (e.g. the investigators) want the truth to be.

Giuliani will not release his report, because then he would not be able to edit it over and over again as he changes his story. He would be pinned down to one version of truth and would be vulnerable to charges that his truth is not truth.
