1. Moderate and lean red districts

Some of the seats we won in 2018 are in moderate/lean red districts where impeachment isn't popular and could cost us their seats in 2020. If there are only a handful of defections, we may be able to save those seats while still impeaching.

Not saying it's right or wrong, but that's their mindset, and it's why Pelosi isn't whipping votes.
