Let's read Article II of the U.S. Constitution into the record today. It outlines what the President can do. It also implies what s/he CANNOT do, likely because those rights have already been granted to Congress in Article I or the Supreme Court in Article III. It is spelled out. In black and white.

Any action by the President that falls outside of Article II, or infringes upon Article I or III, is an ABUSE of POWER. Period. Full stop. It is not rocket science.

You know what ELSE Article I does? It outlaws the Congress ceding its Article I power to any other entity. Not the President. Not the Supreme Court. Not ANYONE or ANYTHING.

These articles of impeachment are clean. They are perfect (thanks to the poster who pointed that out earlier). The Trumpers on that committee needs to just accept it, vote it out and move on already...

1) We're in the "amendments" phase, right? So, is there a limit on Amendments, do they need to be filed ahead of time by a fixed time limit? Seems like after voting down an amendment they edit a word, phrase, or lines on the same amendment and it all starts over again?

2) What does "strike the last word" mean?

3) Where are we in getting to the final Final vote?

74. Will try to answer
Thu Dec 12, 2019, 01:29 PM
Dec 2019

1.) During the markups - they usually have rules for the committee and I don't think there are any limits to amendments and they can submit on the fly

2.) "strike the last word" was described earlier in the thread here (allows extension beyond the 10 total minutes of debate on an amendment) -

https://www.democraticunderground.com/100212774391#post32
https://www.democraticunderground.com/100212774391#post35

3.) Once they are done the votes for the 2 Articles of impeachment, then it will go to the House floor for debate and final vote (not sure of that schedule). However - it may take some time for this markup process though if they decide to try to amend the 2nd Article.

They can't debate more than one amendment at a time, and nadler kicked off the discussion with an amendment (expanding the J. to John in the articles).

That essentially locked up the debate to discussing the open proposed amendment. So they say something innocuous like make a motion "to strike the last word" of the existing open amendment, which can then be debated.

At some point, nadler will move to end debate on the amendment, take a vote, and then move to end amendments and move to a vote on the existing articles (as not amended).

Parliamentary, but still allows debate without allowing changes or taking messy votes on every whacko idea.
