The problem with incumbency is more about money than anything else. Term limits just disqualify people who often have the experience necessary for dealing with tough issues.

I don't know if Obama would ever want to run again, but to make him constitutionally ineligible to make that choice on his own is absurd.

It required a two thirds majority, since it would have to be a constitutional amendment. Looking back, I'm glad they failed.
