I would think the choice of witnesses would be up to the managers, no?

Within the current Senate rules, the impeachment managers (appointed by the House) essentially "prosecute" the case.

However, the Senate (either as a body or through an appointed committee) act as both court and jury - including determinations about witnesses. During the Clinton impeachment, the Senate decided to allow video testimony from three witnesses, but also put restrictions on new evidence.
