There is more than one reason to withhold advancing the impeachment articles to the senate.
The House of Representatives is still investigating the trump / Russia stuff along with other illegal activities like trump being basically a Manchurian (Kremlin) candidate, being in thrall to Russian oligarchs and mob figures. We need to see trumps financials before the senate trial. V.P. Pence is also neck deep in this stuff and it would serve the Dems to wait until his impeachment vote is taken. Yes, I think that is coming too.
