(42,609 posts)He was impeached on December 19, 1998 and his trial began on January 7, 1999 and was not concluded until February 12. He gave his state of the union address on January 19, 1999.

The requirement is that the President "shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient". He doesn't have to give a speech at all (it could be a letter)... but if it's a speech he could do it anywhere he wants (except for the House of course).
Remember that this was actually floated this past January. Pelosi considered disinviting him due to the government shutdown.

You can quibble over the details and whether he should be permitted to speak on the floor of Congress, but I dont think that is a battle worth having

So, she should let the voters decide if he should give a sotu.

(26,721 posts)The Senate has the power to reject or even ignore a nominee. They shouldnt, but its in their power and has been done by parties. The House doesnt have the power to say that the president cant deliver what the constitution requires.
One is an abuse of discretion ... the other is a lack of it.

but I DO fantasize about Nancy introducing the SOTU address the same way Nunes et al characterized the impeachment hearings:
"Welcome to yet another sham of a State of the Union address, where we are again about to be entertained by the Russian-colluding traitor citing his never-ending litany of conspiracy theories about how the deep state is trying to bring him down.
This intro would be followed by Giuliani rushing onstage, waving around his cell-phone, while claiming to have found the ultimate dirt on Biden as he was duly authorized to do by the State Department!
